简要规格描述或项目基本概况介绍、用途：为落实上海市《关于加强本市城市管理精细化工作的实施意见》文件精神，结合城市管理执法工作实际，浦东城管执法局不断推进实施精细化建设工作，根据浦东新区印发的《关于印发< 关于加强本市城管执法精细化三年行动计划（2024-2026）>的通知》（沪城管执〔2024〕36 号）要求。为进一步加强城市精细化管理，拟通过购买服务的方式，选取一家合格的供应商进行常态化定点和区域数据采集。对新区示范化区域、区级监管道路等特殊监管区域利用数据采集车辆定期巡逻，建立影像历史资源库。通过图像智能比对、大数据分析、AI 智能分析、智能感知等技术，实现对沿街市容违法行为的智能预警、智能疏导等监管措施。（具体详见第三章采购需求书）

合同履约期限：本项目预算服务期限为1年，日期为2025年1月1日起到2025年12月31日止。本次采购工作完成前由临时服务单位履行服务，如本次中标人非临时服务单位，在此期间所产生的服务费，待项目采购完成后由中标人按中标价折算支付给临时服务单位相应的服务费用。本项目采取招一续二的形式，对工作质量考核达标的中标人可以续标，服务期限合计不超过三年，即合同一年一签，最长不超过三年，具体以合同签订日期为准。

The Contract Period: The budget service period for this project is 1 year, from January 1, 2025 to December 31, 2025. Before the completion of this procurement work, the temporary service unit shall provide services. If the winning bidder is not a temporary service unit, the service fees incurred during this period shall be converted and paid to the temporary service unit by the winning bidder according to the winning bid price after the project procurement is completed. This project adopts the form of one to two bidding, and the winning bidder who meets the work quality assessment standards can renew the bid. The total service period shall not exceed three years, that is, the contract shall be signed once a year, and the longest shall not exceed three years, subject to the date of contract signing.

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠；（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at small and micro enterprises for procurement, and during the evaluation process, small and micro enterprise products will not be subject to price discounts; (2) Welfare units for disabled people and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。
