3、投标人资格要求
投标人应具备的资格或业绩:投标人资格和业绩要求：
Qualification and Achievement requirements for the bidder
投标人需提供以下文件
The following documents must be provided
（1）投标人须按招标文件第一册第四章格式IV-9.资格证明文件格式的要求填写和提交有关资料。
Bidders should fill in and provide relevant materials in accordance with the requirements of Format IV-9 in Section 4.
（2）若投标产品为非进口产品，投标人必须为制造商。如投标产品为进口产品，允许制造商或制造商直接授权的代理商参加投标。
Bidder must be the Manufacturer itself if the production is made in PRC。 Bidder must be the Manufacturer itself or directly authorized Agent if the production is made outside PRC。
（3）如为代理商投标：
If as an Agent:
1) 须提供制造商对本次投标出具的唯一正式授权书；
The bidder should provide a letter with original sole official authorized by Manufacturer for the bid
2) 投标人在当地依法登记注册的时间距开标之日须满三年，并提供营业执照等注册登记的有效证件复印件；
The Agent shall get registered in accordance with the local law for at least three years from the bid opening date and copies of valid registration documents such as business license shall be provided;
3) 开标之日前三年内，投标人须具有同类产品至少两个不同年份的销售业绩，并提供相应证明其销售业绩的合同复印件或用户证明，并由投标人代表签字或盖章；
The bidder shall have sales performance for similar products in two different years within three years from the bid opening date. Copies of the contract / purchase order evidencing its sales performance should be provided and signed or sealed by the Bidder;
(4) 投标人开户银行在开标日前三个月内开具的资信证明的原件或该原件的复印件（由投标人代表签字或盖章）。
The Bidder shall provide the bank reference letter issued within three months prior to the date of bid opening in original or its copy (The signature or sealing by the respective of bidders is needed).
(5)第八章中要求的其他合格的资格证书
Other Qualification and Achievement requirements stipulated in Section 8.（6）业绩要求：2020年1月1日至投标截止日，投标人需提供国内炼油化工装置烟气连续自动监测系统（CEMS）10套及以上应用业绩，要求CEMS已投运一年以上，并由投标人提供使用单位出具的使用良好情况证明，证明需要使用单位签字并加盖处室级公章。投标人还须提供合同原件扫描件，提供业绩清单（包括用户名称、联系方式（中国用户）、投用时间、型号、实际使用台数等信息）。是否接受联合体投标:不接受
未领购招标文件是否可以参加投标:不可以
