简要规格描述或项目基本概况介绍、用途：为进一步增强基层活力，提升服务职工的效能，夯实新区四级职工版“家门口”服务体系，上海市浦东新区总工会拟通过公开招标形式择优选取一家供应商为浦东新区8个开发区总工会、委办局及其他单位提供基层工会组织建设、维权保障、宣教文体活动等相关工作。（具体内容及要求详见招标文件第三章—服务需求书）。

Brief specification description or basic overview of the project: In order to further enhance the vitality of the grassroots, improve the efficiency of serving employees, and consolidate the "doorstep" service system for the four-level workers in the new area, the Shanghai Pudong New Area Federation of Trade Unions intends to select a supplier through public bidding to provide grassroots trade union organization construction, rights protection, propaganda, education, cultural and sports activities and other related work for the federation of trade unions, committees and bureaus of the eight development zones in Pudong New Area. (For details of the specific content and requirements, please refer to Chapter III of the bidding documents - service requirements).

合同履约期限：本项目一次招标三年有效，合同签订采用一年一签，年度考核合格后进行合同续签。本次投标报价所涵盖的服务期限为2025年1月1日起至2025年12月31日。本次采购工作完成前由原服务单位继续履行服务，在此期间所产生的服务费，待项目采购完成后由中标人按实际服务结算支付给原服务单位相应的服务费用。

The Contract Period: The project is valid for three years at one time, and the contract is signed once a year, and the contract is renewed after passing the annual assessment. The service period covered by this tender offer is from January 1, 2025 to December 31, 2025. Before the completion of the procurement work, the original service unit will continue to perform the service, and the service fee generated during this period shall be paid to the original service unit by the winning bidder according to the actual service settlement after the completion of the project procurement.

(b)落实政府采购政策需满足的资格要求：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣。（2）残疾人福利性单位，并将其视同小微型企业。

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
