本招标项目招标人为 中国石油管道局工程有限公司伊拉克分公司纳西里耶项目部，项目资金来自100%自有资金。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件，现进行邀请招标。
The bid inviting party of this bidding project is China Petroleum Pipeline Engineering Company Ltd.Iraq Branch. Nassiriya Division , and the project funds come from 100% own funds. This bidding project has fulfilled the approval and filing procedures as required, meets the bidding conditions, and is inviting you to bid now.
二、项目概况与招标范围 Project Overview and Biddding Scope
2.1 项目概况Project overview:
项目业主名称：SCOP(STATE COMPANY FOR OIL PROJECTS)
项目整体工作范围：伊拉克国家石油公司（State Company for Oil Project）计划在纳西里耶投资新建一个400万桶原油的罐区，用于接收Ahdeb、Badra、Gharaf、Nassiriya和Abu Amood油田的原油，项目一期计划建设252万桶库容量（7个66000m³浮顶储罐），项目二期计划建设126万桶库容量（3个66000m³浮顶储罐）。CPP作为该项目一期阶段的EPC总承包商，负责7个66000m³原油储罐、2个23000 m³的原油泄压储罐，2个10000 m³水储罐建设，以及储罐区配套的泵站、计量、取水、发电、通信、工艺管线、消防等系统设计、采办、施工、试运工作。该项目计划于 2025 年 4 月之前完工。
Owner: State Company for Oil Project (SCOP)
Nassiriya New Crude Oil Depot with a working capacity of about four million barrels (637,000 M³) is the proposed depot to accommodate the produced crude from the following fields: Ahdeb Field, Badra Field, Gharaffield, Nassiriya field and Abu Amood field. Total capacity shall be about four million barrels (637,000 M³), for Phase (I) it shall be 2.52 million barrels (401,000 M³), and for Phase (II), it shall be 1.26 million barrels (200,500 M³).CPP win to build all tanks for phase (I), including 7 Floating roof tanks (66000m³), and their accessories. Two relief tanks(23000 m³), capacity of each tank is 23000 m3 , one for heavy & the other for light crude oil .Two fire water steel tank of 10,000 m³ Capacity from continuous water supply. The project is planned to be completed prior April, 2025.
2.2 招标范围Bidding Scope：电力散材 Electrical Bulk Materials.
2.3 交货地点Delivery place：伊拉克乌姆卡萨港（UMM QASR Port Iraq）。
2.4 交货期Delivery time：5个月 within 5months.
2.5 技术要求详见第六章技术文件。For the technical requirements please refers to Chapter 6.
三、投标人资格要求 Bidder Eligibility Requirements
3.1 投标供应商须是中华人民共和国境内依法注册，具有独立法人资格，在法律和财务上独立、合法运作并独立于采购需求人（采购实施人）的贸易商。
3.2 投标人应具有进出口资质，并在中国海关企业进出口信用信息公示平台http://credit.customs.gov.cn注册（以开标当天查询为准）。
3.3 投标供应商在“国家企业信用信息公示系统”网站（www.gsxt.gov.cn）未被列入经营异常名录和严重违法失信企业名单；投标供应商、法定代表人或者负责人未被人民法院在“信用中国”网站列入失信被执行人；2021年1月1日至投标截止时间，投标供应商或其法定代表人（单位负责人）无行贿犯罪行为（在“中国裁判文书网”网站（wenshu.court.gov.cn）查询）。
3.4 投标供应商未被中国石油天然气集团有限公司/中国石油管道局工程有限公司列入黑名单、暂停投标资格或取消投标人资格，并且近3年内未与管道及所属单位有重大合同纠纷或者商业纠纷。
4、招标文件的获取Acquisition of bidding documents
4.1 招标文件发售时间：2025年3 月20 日8:00:00至 2025年 3月 26 日23:59:59（北京时间，下同）。……购买招标文件。招标文件售价为 200  （元）人民币。
