简要规则描述：本项目对凌桥纪念堂整园进行节地生态规划提升，将园区南墙改建为壁葬，初步估算建成后可提供约248个穴位。同时对凌桥纪念堂南楼进行室内改造，涉及2178个格位修缮，对大厅、墙面等重新粉刷、加固，提升整体美观度与舒适度。主要包括：拆除工程、智能格拉改造、门窗工程、楼地面及墙面工程、壁葬装饰及安装、排水工程、绿化工程、垃圾清运等。（具体数量及要求详见工程量清单/图纸。）

Brief Specification Description: In this project, the whole park of Lingqiao Memorial Hall was upgraded by land saving ecological planning, and the south wall of the park was rebuilt into a wall burial. It is estimated that about 248 acupoints can be provided after completion. At the same time, the south building of Lingqiao Memorial Hall was renovated, involving the renovation of 2178 grids, and the hall and walls were repainted and reinforced to improve the overall beauty and comfort. It mainly includes: demolition engineering, intelligent glazing transformation, door and window engineering, building floor and wall engineering, wall burial decoration and installation, drainage engineering, greening engineering, garbage removal and so on. (Please refer to the Bill of Quantities/drawings for specific quantities and requirements.)

合同履约期限：本项目施工工期180日历天，计划开工日期：2025年4月20日（暂定，具体开工日期以采购人通知为准）

The Contract Period: The construction period of this project is 180 calendar days, and the planned start date: April 20, 2025 (tentative, the specific start date is subject to the notice of the purchaser).

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目专门面向中小企业采购，评审时，小微企业产品均不执行价格扣除优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the quota reservation measure, increase the share of smes in government procurement, and support the development of smes: This project is specifically for the procurement of smes, and no price deduction concessions will be implemented for the products of small and micro enterprises during the evaluation. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises; (See procurement documents for details)

(c)本项目的特定资格要求：1、未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人组织；
3、具有建筑工程施工总承包三级及其以上资质；
4、具有安全生产许可证（有效期内）；
5、拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
6、业绩要求：无；
7、其他要求：无。

(c)Specific qualification requirements for this program: 1. Not included in Credit China and China Government Procurement website (www.ccgp.gov.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; (2) It must be a legal person organization established in accordance with the law within China; 3, with the construction of general contracting grade III and above qualification; 4, with safety production license (valid period); 5. The person in charge of the proposed project shall be qualified as a registered construction engineer of Grade II or above in the construction engineering specialty, and shall have an effective safety production assessment certificate, and shall not be the project leader of other construction projects under construction; 6. Performance requirements: None; 7. Other requirements: None.
