简要规格描述或项目基本概况介绍、用途：本项目主要包括但不限于车辆保险购买、保险变更、理赔服务等内容。中标人提供保险咨询、投保承保手续办理、索赔指导等现场服务。提供条款解释、咨询、辅导、协助等服务，指导填写投保单，出单后及时上门配送保单，保证我司获得优先服务的权利。对于新购车辆需要确保于购车后3个工作日内办妥保险手续，续保车辆确保在保险到期3个工作日前办妥续保手续，同时按要求将有关单据及时送达我司。及时提供到期续保清单，方便我司办理车辆续保事宜。提供月度车辆理赔清单，并及时通知我司保险理赔款及退保费用的到账时间。（详见第三章项目概况及技术服务要求）

合同履约期限：1）机动车保险：2025年8月1日至2027年12月31日。2）DRT车辆保险：2025年5月19日至2027年12月31日。

The Contract Period:1)Motor vehicle insurance:from August 1,2025 to December 31,2027.2)DRT vehicle insurance:May 19,2025 to December 31,2027.

二、申请人的资格要求2.Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本项目面向大、中、小、微型等各类供应商采购。

(b)Qualification requirements to be met to implement government procurement policies:This project is aimed at purchasing from various suppliers including large,medium,small,and micro.

(c)本项目的特定资格要求：3）供应商应以其总公司或省级分公司的名义响应和承保;若以省级分公司名义参加的，应当取得总公司针对本项目的唯一授权委托书。
4）须经中国保险监督管理委员会批准，具有开展机动车辆保险业务资格。
5）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
6）本次采购不接受联合体响应，不允许合同转让与分包。
7）本项目不接受保险兼业代理、中介代理参与。

(c)Specific qualification requirements for this program:3)Suppliers should respond and underwrite in the name of their parent company or provincial branch;If participating in the project in the name of a provincial branch,a unique authorization letter from the head office for this project should be obtained.4)Must be approved by the China Insurance Regulatory Commission and have the qualification to carry out motor vehicle insurance business.5)Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules(Hu Cai Cai Cai[2024]No.12)are not allowed to participate in the procurement activities of this project.6)This procurement does not accept consortium responses and does not allow contract transfer or subcontracting.7)This project does not accept insurance part-time agents or intermediary agents to participate.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement,the list of parties to major tax violation cases,or the list of records of serious illegal and dishonestacts in government procurement by"Credit China",China Government Procurement Network(www.ccgp.gov.cn);
