Brief specification description or basic overview of the project: Basic work of foreign investment information reporting and comprehensive supporting work services in 2025, including: 1. Auxiliary work for the information reporting of foreign-invested enterprises in the Pudong New Area; 2. Auxiliary work for the collection and collation of foreign investment data; 3. Basic auxiliary work for headquarters enterprises; 4. Other comprehensive auxiliary work. (For details, please refer to Part III - Service Requirement Document of the bidding documents.)

合同履约期限：自合同签订之日起至 2026 年 4 月 30 日止。

The Contract Period: From the date of signing the contract until April 30, 2026.

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持创新、绿色发展以及支持中小企业、福利企业等政策规定。

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements the relevant policy provisions of government procurement that encourage and support innovation, green development, as well as support for small and medium-sized enterprises, welfare enterprises, etc.

(c)本项目的特定资格要求：1、为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动；
2、单位负责人为同一人或者存在直接控股、管理关系的不同潜在投标人，不得参加同一合同项下的政府采购活动；
3、本项目不允许转包；
4、本项目面向大、中、小、微型企业，事业法人等各类供应商采购。

(c)Specific qualification requirements for this program: 1. Potential bidders who provide services such as overall design, specification preparation, project management, supervision, inspection, etc. for the procurement project shall not participate in the procurement activities of this project.
2. Different potential bidders whose unit heads are the same person or who have a direct holding or management relationship shall not participate in the government procurement activities under the same contract.
3. Subcontracting is not allowed for this project.
4. This project conducts procurement from various types of suppliers, including large, medium, small and micro enterprises, and institutional legal persons.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
