简要规则描述：为进一步落实城市精细化管理要求，保障城市运行安全，根据《中华人民共和国固体废物污染环境防治法》、《上海市市容环境卫生管理条例》以及《上海市建筑垃圾处理管理规定》等要求，本项目拟通过公开采购的方式，委托第三方专业队伍开展建筑垃圾第三方监管信息采集工作。实施范围覆盖全区36个街镇，具体包括渣土条线的出土工地装点、工程渣土消纳卸点、渣土运输车辆、突发点位与其他临时交办点位等。（具体详见第三章采购需求书）。

Brief Specification Description: In order to further implement the requirements of refined urban management and ensure the safety of urban operation, in accordance with the requirements of the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, the Shanghai City Appearance and Environmental Sanitation Management Regulations, and the Shanghai Construction Waste Treatment Management Regulations, this project plans to entrust a third-party professional team to carry out the collection of third-party supervision information on construction waste through public procurement. The implementation scope covers 36 streets and towns in the entire district, including the decoration of excavation sites for soil strips, disposal and unloading points for engineering waste, transportation vehicles for waste, emergency points, and other temporary assigned points. (Please refer to Chapter 3 Procurement Requirements for details).

合同履约期限：一年，暂定自2025年05月01日至2026年04月30日。

The Contract Period: One year, tentatively from May 1st, 2025 to April 30th, 2026.

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）本项目不允许转包。

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
