二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、福利企业等的政策规定。

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements government procurement policies and regulations that encourage and support energy-saving products, environmental certification products, and support small and medium-sized enterprises, welfare enterprises, etc.

(c)本项目的特定资格要求：（3）具有公路交通工程(公路安全设施工程) 专业承包二级及其以上资格；具有建设部门颁发的 《安全生产许可证》 (非上海市施工企业，安全生产许可证需备案)。
（4）拟派项目经理具备公路专业注册建造师二级及其以上资格，有效备案且不得有在建项目。
（5）本项目为预留份额的采购项目，预留份额措施为整体预留(专门面向中小企业)。
（6）本项目不接受联合体投标。

(c)Specific qualification requirements for this program: (3) Having a professional contracting qualification of Level 2 or above for highway traffic engineering (highway safety facility engineering); Having a Safety Production License issued by the construction department (for non Shanghai construction enterprises, the Safety Production License needs to be filed). (4) The proposed project manager shall have the qualification of a registered highway construction engineer at the second level or above, be effectively registered, and shall not have any ongoing projects. (5) This project is a procurement project with reserved quota, and the reserved quota measure is overall reserved (specifically for small and medium-sized enterprises). (6) This project does not accept consortium bidding.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”、中国政府采购网列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network ;
