简要规则描述：主要涉及人员配备及装备要求，配备8岗（10人）专职消防工作人员24 小时值班值守、1辆3.5吨泡沫消防车、1辆2.5吨水罐消防车、5辆巡逻电动自行车和相关装备。工作任务要求，实行消防宣传员、防火巡查员、灭火战斗员、便民服务员、管理指导员的“五员一体”工作模式，主要落实安委办、园区、消防部门和派出所布置的关于消防工作任务。

Brief Specification Description: It mainly involves personnel allocation and equipment requirements, with 8 (10) full-time fire workers on duty 24 hours a day, 1 3.5 ton foam fire truck, 1 2.5 ton water tank fire truck, 5 patrol electric bicycles and related equipment. The work task requires the implementation of a "five in one" work mode consisting of fire promoters, fire inspectors, firefighters, convenience workers, and management instructors, mainly to implement the fire work tasks assigned by the Safety Committee Office, the park, the fire department, and the police station.

合同履约期限：2025年6月1日至2025年12月31日。

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向小微企业采购，评审时小微企业均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at small and micro enterprises for procurement, and during the evaluation process, small and micro enterprises will not be eligible for price discounts. (c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
5、本次采购不接受联合体响应，不允许合同转让与分包。
