简要规则描述：临港新片区数智监督平台项目，主要在民声回应、综合执法、财政资金等领域打造23个监督试点场景，同时搭建与之配套的分析模型建设、数据体系和安全体系。服务要求：按照采购文件的要求及标准完成体系建设等内容，相关考核及考评合格，服务经采购人验收通过。

Brief Specification Description: Project of Lin-gang Spescial Area Digital Intelligent Supervision Platform,mainly creates 23 supervision pilot scenarios in the fields of public opinion response, comprehensive law enforcement, fiscal funds, etc., and simultaneously builds supporting analysis model construction, data systems, and security systems.Service requirements: Complete the system construction and other contents in accordance with the requirements and standards of the procurement documents, pass the relevant assessments and evaluations, and the service shall be accepted by the purchaser.

合同履约期限：自合同签订之日起8个月内完成系统建设并经过验收

The Contract Period: The system construction shall be completed and pass the acceptance within 8 months from the date of contract signing.

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：根据《政府采购促进中小企业发展办法》等规定，本项目专门面向中小企业采购。中小企业应当按照规定提供《中小企业声明函》。

(b)Qualification requirements to be met to implement government procurement policies: In accordance with the "Government Procurement Methods for Promoting the Development of Small and Medium-sized Enterprises" and other regulations, this project is specifically aimed at procurement from small and medium-sized enterprises. Small and medium-sized enterprises should provide the "Small and Medium-sized Enterprise Declaration" as stipulated.

(c)本项目的特定资格要求：3、本项目不接受联合体响应。

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
