简要规则描述：为全面推进新场镇减量化工作，对新场镇镇域内已完成复垦的减量化地块实施水土监测，同时为进一步规范减量化水土监测工作，计划对减量化水土监测服务实施采购。

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（■是□不是）专门面向中小企业采购，评审时小微企业报价给予10%～20%的价格折扣优惠。

(c)本项目的特定资格要求：（1）响应单位须为中华人民共和国境内依法注册的法人或其他组织；
（2）参加此项磋商活动前三年内，在政府经营的采购活动中没有因违反有关法律法规受到刑事处罚；
（3）第三方调查机构必须具备在有效期内的CMA(中国计量认证/认可)和CNAS(中国合格评定国家认可委员会)认证资质并对调查结果的科学性和准确性负责；
（4）本次招标不接受联合投标。

(c)Specific qualification requirements for this program:(1) The responding unit must be a legal person or other organization registered in accordance with the law within the territory of the People's Republic of China;
(2) Within the three years prior to participating in this consultation activity, no criminal penalties have been imposed for violating relevant laws and regulations in government procurement activities;
(3) Third party investigation agencies must have valid CMA (China Metrology Certification/Accreditation) and CNAS (China National Accreditation Service for Conformity Assessment) certification qualifications and be responsible for the scientificity and accuracy of the investigation results;
(4) This tender does not accept joint bidding
