简要规格描述或项目基本概况介绍、用途：本项目拟通过公开招标的方式选择一家具有资质的供应商，全面加强上钢新村街道老城区范围内的社会、市容环境防控能力。主要内容包括协助管理上钢新村街道老城区范围内“六乱”等现象、开展联勤巡查、联合整治、处理责任网格内突发、疑难事件、协助交警部门进行交通整治、检查河道沿岸有无新增“五违”现象及时取证上报、对河道沿岸及园区旁乱搭乱建、乱晾晒现象、设摊占道等行为进行教育和劝阻和上级交办的其他事项等。（具体内容及要求详见招标文件第三章—服务需求书。）

Brief specification description or basic overview of the project:This project intends to select a qualified supplier through public bidding to comprehensively enhance the social and urban appearance and environmental prevention and control capabilities within the old urban area of Shanggang Xincun Sub-district. The main contents include assisting in the management of the "six disorders" and other phenomena within the old urban area of Shanggang Xincun Sub-district. For details, please refer to the procurement documents.

合同履约期限：2025年9月至次年8月。

The Contract Period:From September 2025 to August of the following year.

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业均不执行价格扣除优惠；（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically for procurement from small and medium-sized enterprises. During the evaluation, no price deduction benefits will be implemented for small and medium-sized enterprises. (2) Welfare units for the disabled, and they are regarded as small and micro enterprises.

(c)本项目的特定资格要求：1、未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人或非法人组织；
3、本项目不允许转包。
4、具备省市级公安部门核发的有效的《保安服务许可证》。

(c)Specific qualification requirements for this program:1. Not listed as a dishonest executive, a major tax violation and dishonest entity, or a record of serious illegal and dishonest behavior in government procurement on the websites of "Credit China" and China government procurement network (www.ccgp.gov.cn); 2. It must be a legal person or unincorporated organization lawfully established within the territory of China; 3. Subcontracting is not allowed for this project. 4. Possess a valid "Security Service License" issued by the provincial or municipal public security department.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn);
